House Bill 1215 - Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on June 1, 1994 by the City of Markham must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted.

House Bill 1324 - Amends the Metropolitan Water Reclamation District Act. Adds to the definition of "construction purposes" alterations, enlargements, and replacements that add appreciably to the value, utility, or useful life of administrative buildings. Authorizes a sanitary district to issue bonds, notes, or other evidences of indebtedness for administrative buildings.

House Bill 1602 - Amends the Wildlife Code. Provides that a person applying for a crossbow permit to hunt deer must (rather than will) be issued a permit by the Director after the receipt of a physician's statement confirming the applicant has a permanent physical impairment.

House Bill 1730 - Amends the Illinois Municipal Code. Provides that the corporate authorities of a municipality may appropriate and expend funds for economic development purposes.

Senate Bill 1336 - Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that whenever the Department of Transportation shall replace any used vehicle, it shall first notify and give the Department of Central Management Services the opportunity to receive the vehicles by inter-agency equipment transfer. Provides that if the vehicles are not acquired by the Department of Central Management Services, the Department of Natural Resources shall be given the opportunity to receive the vehicles by inter-agency equipment transfer. Provides that after these requirements have been met, units of local government shall be given the opportunity to purchase the vehicles. Effective January 1, 2012.

Senate Bill 1584 - Amends the Counties Code. Requires the county board chairman in every county with a population of less than 3,000,000 to appoint, no later than December 31, 2011, a volunteer 7 member mental health advisory committee composed of members of the general public, if the county has established a county health department, but no mental health program has been approved as provided under the Act. Amends the Community Mental Health Act. Requires the county board chairman in every county with a population of less than 3,000,000, or the township supervisor of a township located in a county with a population of 3,000,000 or more, to appoint, no later than December 31, 2011, a volunteer 7 member mental health advisory committee composed of members of the general public, if no community mental health board has been established in the county or township as provided under the Act.

Exempts townships that currently provide mental health services from the requirements of the amendatory Act.

House Joint Resolution 13 - Resolves that the Department of Public Health shall study Krabbe disease and related leukodystrophies.
